[tahoe-dev] webapi upload progress

Partially yes. I don't see uploaded file in Recent Uploads too. But I mainly
meant "Active operations". I'm sure node is processing file at the moment,
but there is simply nothing... This problem isn't new, I found that before
many months on 1.6.x when I started to use Tahoe-LAFS but forgot to report
that.
