It seems like you may have an exceptionally slow network connection.
Or perhaps there is a firewall that blocks or delays some or all
connections. The error saying that the file is not a zip file might be
caused by the file having been incompletely downloaded, or perhaps
even  replaced by an HTML file containing a message from your
firewall.

Now you asked the right question:

> if Tahoe can be  installated offline?

Yes! Try getting the "SUMO" file from here:

http://tahoe-lafs.org/source/tahoe-lafs/releases/allmydata-tahoe-1.8.2-SUMO.zip

And then when you run "python setup.py build" it will not need to
download more files over the Internet.
