"public testgrid" page

I still have everything needed to run the introducer,  it it has been
turned off for about a year due to lack of interest. For the last couple of
months that I ran it, there were only 1 or 2 storage nodes and I didn't see
any other clients connect.

If there is renewed interest, I can restart it.
