 This should inform the reader to distinguish between unittests and
 packaging tests, then give examples of each.  If there are multiple
 distinctions of packaging tests (see #2049), then maybe there should also
 be different examples for each.

 If that HOWTO is too large, we might split it up into more specific pages,
 ''eg'' ''HOWTO write a unittest.'', versus ''HOWTO write a packaging
 test'', versus ''HOWTO write a distribution test''.

 Of course, this should cover how to get it reviewed and accepted also.
