Expand HowToWriteTests to packaging and distribution tests

Description

This should inform the reader to distinguish between unittests and packaging tests, then give examples of each. If there are multiple distinctions of packaging tests (see #2049), then maybe there should also be different examples for each.

If that HOWTO is too large, we might split it up into more specific pages, eg HOWTO write a unittest., versus HOWTO write a packaging test, versus HOWTO write a distribution test.

Of course, this should cover how to get it reviewed and accepted also.
