 I rewrote my messy commit history and rebased the branch to trunk. You can
 find the new branch here: https://github.com/markberger/tahoe-
 lafs/tree/1382-rewrite

 For anyone who is going to review the patch, I suggest reviewing each
 group in the same sitting.

 * Mostly concerned with the new class associated with the algorithm (first
 3 commits)
 * Implementing the algorithm into the uploader (next 3 commits)
 * Adding and fixing unit tests (following 4 commits)
 * Document about the new upload algorithm (final commit)
