 According to http://git-
 annex.branchable.com/bugs/Can__39__t_initialize_Tahoe_special_remote/?updated
 `git-annex` currently can't use its tahoe-lafs backend. We didn't change
 this behavior in Tahoe-LAFS recently, so I wonder if something changed in
 git-annex or if the user is using git-annex in an unusual way.
