 Here is the latest version of my work on this issue:

 This puts relative timestamps in the server column on the welcome page,
 and normalizes the timestamps everywhere (i think) else in the web UI.

 I *think* this is ready to merge. It addresses all of the github comments
 in the previous versions linked from the commit message.
