Comment (by warner):

 I've confirmed that a quick hack to call `startTLS(ctx, normal=False)` on
 an I2P-based Introducer (but not the client) was enough to allow a
 connection to get through. Not a solution yet, but it suggests we're
 headed in the right direction.
