 Tahoe-LAFS Tox `draftnews` and `news` envs contain some hacks to deal with
 older versions of towncrier reading its configuration from
 `pyproject.toml`.  This is no longer necessary, because:

 - Since 19.9.0rc1, Towncrier accepts a `--config` argument.
 - Since 21.3.0rc1, Towncrier can user `towncrier.toml` as a default
 configuration file, and it takes precedence over `pyproject.toml`.

 We could upgrade Towncrier and rename `towncrier.pyproject.toml` to
 `pyproject.toml`.
