 Would this not be fixed by dropping support for Python 3.8 (EOL) in favor
 of 3.9: see #4131?

 But if the answer is yes, I'm not sure who else than JP could publish a
 new tahoelafsci image in Docker Hub: see #4142 trying to sort this out.
