I think we do want to ensure that people agree to the policies (especially
the one about keeping access to the grid limited to members of the mailing
list) before they are allowed to subscribe.  Other than that, I think that
right now Zooko should just approve everyone.  Once we get up to 20-25
members, then we can start being more selective.
