Oh, I should mention that this is effectively what my 1 TB limit suggestion
was intended to do. Rather than using an actual average, I just picked a
number that seemed in the ballpark. I think I mentioned in one of my early
e-mails that perhaps we could just use an average as the limit (well, the
smaller of the average and the user's contribution).
