[volunteergrid2-l] Thoughts on catastrophic events and garbage collection/expiration

I think that renewing leases is probably a good policy to have in place --
especially if we may institute expirations at some later date anyway.
Also, when you renew leases, it's a good idea to set up file checks and
repairs at that time, which we need to get around to documenting and making
recommendations for.
