[volunteergrid2-l] Thoughts on catastrophic events and garbage collection/expiration

Actually, we should have a motion for a vote, then a second, then bring the
vote..... but, since we have no chairman for all of that, we can do it by
consensus unless there's a strong objection (like we've done everything
else).
