I'm with you now.  I was thinking total automation and that the 
gatekeeper was a process, not a person.

Thinking out loud now, one or two of the gateway owners could create 
shell accounts on their gateway.  These shell accounts could access a 
script that creates/modifies the user's password.  This would be 
especially useful for those who don't have shell accounts.  Maybe 
everyone has shell accounts so this is not a big deal.  Anyway, just a 
thought.
