[volunteergrid2-l] Tahoe-lafs 1.9

Our policy is that we want everyone to be within two releases of the
latest, but we recommend waiting 2-3 weeks after a release before deploying
it.  Regressions in Tahoe are pretty rare, but we prefer to be a little
cautious.
