[volunteergrid2-l] Two grid members haven't voted on increasing the minimum node size

Grid 2 Upgrade Minimum"

I'm going to send out new polls for the minimum change duration and
the percentage of members who have to approve policy changes.  I'll
close all three polls at the end of the week and publish the results,
and then we can discuss how to proceed.
