In this case I don't know that the thought was invested up front.  I suspect
it was due to experience gained while operating the allmydata.com commercial
service.  I think a huge number of practical aspects of Tahoe-LAFS matured
during that experience.  It's really, really unfortunate that the service
didn't manage to stay afloat.
