Supported builders are currently green (apart from packaging the Mac app bundle/dmg, which hasn't worked for a while).

reviewed doc patch and it looks good except how about change
v1.7.1 is a minor release with some small bugfixes and code clean-ups. See the NEWS file [2] for details.

relnotes.txt, docs/quickstart.html: prepare for 1.7.1 release. Don't claim to work on Cygwin (this might work but is untested). Also update release version and date in docs/known_issues.txt.
