 Brian: please inspect the table in the ticket initial comment. It seems
 like there is a bimodal distribution with [attachment:1170-combo.diff
 1170-combo.diff], half of the time it runs at about 179 or 180 KBps (it
 ran at 169 KBps for the large download) and the other half of the time it
 runs at 262–291 KBps. The latter range is slightly faster than 1.7.1! I
 attached the down-status.html for the long download that ran at 169 KBps:
