I've updated Twisted in pkgsrc from 12.0.0 to 12.3.0, to be >= the
12.1.0 recommendation.

Foolscap is at:

  py27-foolscap-0.6.4 Foolscap contains an RPC protocol for Twisted

which is the latest reslease, as far as I can tell.  Is that new enough
to run the new ipv6 code?

I'm asking because I'd like to get all the tahoe prereqs in pkgsrc to be
adequate for v6 before the next quarterly freeze starts in mid March.
