Yep. But the reason it's slow is that Tahoe does the checks at a very low
rate, in order to avoid interfering with any other processing. The checks
require very little I/O or CPU, but it was found that running them at full
speed caused short but painful slowdowns. So instead the checks are
throttled to a very low rate.

Nope. GC will just run less often -- which is fine, frankly. It could
really run once a week or even less unless your server is close to full.
And if it's close to fully you likely have bigger problems.
