Make it possible for a user to specify that they want timestamps in their local formatting and language and also in their local timezone. Ideally this would be detected automatically from the operating system configuration instead of the user specifying it for Tahoe-LAFS itself. Perhaps format and timezone should be broken out into separate tickets.
