missing python http_proxy env variable in AdvancedInstall page on the wiki

Description

I've found that the: python setup.py build command will fail if you need to use a proxy to access the web so to pass the proxy setting to python you have to do: export http_proxy=host:port and then run: python setup.py build

so I'd add this simple setting option to the quickstart.html page :)
