Description

The comments about the systems Tahoe is verified to work on, and the mention of the 3rd party library dependencies that "might not be easy to set up on your system" are properly notes that should be de-emphasized relative to subsequent directions. I changed the font to reflect the nonessential nature of this information.

docs/quickstart.html: information about 'troublesome dependencies' and 'verified systems' de-emphasized by smaller italic font. Re-wrap so that the HTML source is readable (just about) as text. Minor wording tweaks. Improve organization by adding 'Windows Caveats' subsection. fixes #1284

font-size:60% was too small, I found it difficult to read. (My default web browsing font is fairly small already, but that's not uncommon.) I committed the patch with a change to font-size:85% and a few other minor tweaks.
