The new directories need to be added to the packages argument of the call to setup at the end of ticket999-S3-backend/setup.py.

This only affects installation. It is fixed on the cloud-backend branch anyway.

Wontfixing all ticket999-S3-backend tickets in favour of the cloud branch.
