A LeastAuthority.com customer, "TV" of "SV" reported that following the helper.rst instructions resulted in this error message: 

Failed to load application: Found pre-Tahoe-LAFS-v1.3 configuration file(s):
'/root/.tahoe/helper.furl'

Oops, I duplicated some work, never mind.

This patch is on top of the Bootstrap Welcome page patch (#1713) and includes a change due to the new Welcome page showing helper status differently: ​https://github.com/tahoe-lafs/tahoe-lafs/commit/c6f4f4fddd7671f9f4437da99731f96da51feb4f
