Daira said she'll drive this. I suggested that the full license live in a standalone LICENSE or COPYING file, and to have the pointer (from README or whatever) say "tahoe is an open-source project, please see LICENSE for details".
Usually I'd recommend saying "X is released under the Y license, see Z for details", because I want someone who only reads the README to have confidence that it is, in fact, open-source. But since tahoe's dual-license Y is kind of complicated to summarize, I think just saying "it's open source" is enough.

Oh wait, docs/about.rst does exist. But why is the licensing info duplicated between there and README.txt?
