In hindsight it was a mistake for Least Authority to use DevPay, and I wouldn't inflict it on my worst enemy. Therefore I think that the DevPay support should be removed from the cloud.s3 backend (reducing its complexity and making some of the diffs to txaws unnecessary), before it is merged to Tahoe-LAFS trunk.

Though the cloud backend is not done and may never be merged, this task was actually completed some while ago in the latest cloud backend branch.
