Add make deb-etch

Description
The following versions of debian are supported in the make file for Tahoe 0.2.0-Beta2 - dapper, sid, edgy and feisty. The current stable version of debian is etch, so it might be beneficial to create a make deb-etch option.

I just added a patch to create etch .debs . It's using the feisty control files, but I think they're close enough to work. If you are able to run 'make deb-etch', please try to install them and see what happens.. if there are any problems (or if you can figure out how to improve the control files), please open a ticket.
I'll see if we can get an etch buildslave running next week, to automatically crank out .deb packages. When we do, I'll also put up some foolscap-0.1.3 packages to make it easier to install.
