Description
In order for me to be able to keep them running and available, I really need for the stats gatherer and log gatherer processes to be managed like nodes, using tahoe start|stop|restart.

FYI, the foolscap log-gatherer in the new foolscap-0.2.5 can now be managed with tahoe start|stop|restart. The tahoe stats-gatherer is not there yet.
