This is the start #3955.

Features:

  1. Spin up backend cluster, configurable, of N nodes.
  2. Spin up client node with required shares == N.
  3. Run tahoe get/put of one scenario (single tiny file) measuring first upload and then download. There should be infrastructure to support multiple scenarios.

If that's small enough branch, maybe add a couple more scenarios (large file, 1000 files in 100 directories).
