Description

In ​https://github.com/tahoe-lafs/tahoe-lafs/pull/1426 I first saw Read the Docs failing with ​https://readthedocs.org/projects/tahoe-lafs/builds/26950198/

Error

The sphinx.configuration key is missing. This key is now required, see our blog post for more information.
