kpreid says: recognize tahoe:<capdata> and x-tahoe:<capdata>. generate the latter; submit IANA registration for the former

I think I want to give up on the idea of prefixing http://127.0.0.1:8123/uri/ to each cap. It's nice when it works, but it cleaner in the long run, and provides nicer URLs starting in the short run, to use a separate scheme name.

I still want our scheme name to be lafs:<capdata> though. It just makes me happy to think the word "laughs".
