The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings
The problem is permanent and prevent any actions workflow to start in any repositories under the tahoe-lafs org. on GH!

I have removed the expired credit card and contacted GitHub support asking them to re-enable GitHub Actions for the org (as btlogy's working hypothesis is that the outstanding $0.01 charge was only for CC verification; the Tahoe-LAFS GitHub org is currently on the "Free" tier and GHA minutes should be free for public repos).

From the information we've been able to collect, the expired credit card could have been a Divvy card that Aspiration supplied a way back (likely before 2019). We have found some notification from Aspiration via May-Lee saying this card would have to be updated from Visa to Mastercard in 2022. From what I see in the payment history, it looks like this update never happened: the expired card which is blocking us here was likely the original Mastercard.
Not sure who can/will add the Visa one as it was maybe planned end of 2022...

This should hopefully be resolved now: I've added Liz as a Billing Manager for the org and she has successfully paid the outstanding $0.01 balance.
If btlogy can confirm his GHA jobs are running again, we can close this.

Everything is back to normal indeed. But we should probably avoid the root cause by removing this new payment method (if possible), so it does not block the GHA again in a few months/years.
