I want a robot that hangs out on IRC and announces buildbot events.

This supercedes part of #339 (wanted: a buildbot/trac/IRC bot)

Recently we didn't notice for ~23 days (!) that all buildbots had gone red, due to #1017.

Thanks! I added the suggested config to the buildmaster config file and we now have a buildbotircbot named "tahoelafsbuildbo". :-)
