Bounty for Speeding Up Unit Tests (update)

Last week I made a mistake in reporting what items you needed to perform in order to collect the bounty. I reported the time to run unit tests needed to be cut by 4.8 minutes. To claim the bounty, you need to cut the time to 4.8 minutes. I have corrected the original copy as well.

There is two (2) ticket still needing review for 1.9.2:

#1115: add servers-of-happiness to reports (post-repair says 10 hosts have good shares but there only 4 hosts)

There are five (5) tickets still needing review for 1.10:

#1240: add functional test of ResponseCache
#1161: improve new-downloader logging
#1579: Patch to Add "Move" Functionality to Web Interface problem)
#443: set ETag on immutable directories, short-circuit on cache hit
#1693: flogtool doesn't get automatically provided
