move docs/proposed to the wiki

Description
One really good thing about having the docs stored in revision control is that the version of the docs that you get matches the version of the source code. But that doesn't apply to docs/proposed/, which is about possible futures rather than about the current source code. Much of the contents of docs/proposed has been obsoleted by new ideas that have been developed on the wiki. Let's move the contents of docs/proposed to the wiki and put a forwarding links into the files in docs/proposed.

+1. Actually we can probably just have a single readme.rst in that directory pointing to wiki:Proposed; I'm not too concerned with preserving links in this case.
