Managing volunteered builders is too time-intensive for Zooko to have continued responsibility

Description

As it stands builders reporting builds for unsupported platforms make the default buildbot (waterfall) view noisy.

To handle this Zooko does the following:

  1. contact the volunteer buildslave owner
    • tell that owner we no longer wish to support the platform
    • ask the owner if they'd volunteer to support a different (newer?) platform
  2. reconfigure the buildmaster to _not_ order the unsupported platform builds, and perhaps to support the new platform

Nejucomo points out that a policy that changes the default view to automatically exclude unsupported builders might be a good optimization.

Buildbot is decommissioned and there are no more volunteer build slaves.
