Description
After the py3 port away from Nevow is complete, the way /helper_status is served could be simplified. As per https://github.com/tahoe-lafs/tahoe-lafs/pull/639#discussion_r312211493 exarkun notes "An alternative might be ... put a 503 error resource at "helper_status" at init time. When the Helper is attached, put the real resource over-top of it".
That does sound like a better solution.
