At some point, the project collected at archived all dependencies needed for a release. I am not sure which release was the last one where this happened, but nothing was done for the 1.14.0 or 1.15.0 releases AFAIK.

In https://github.com/tahoe-lafs/tahoe-lafs/pull/903 I deleted the parts of the release process doc related to this but I think there is a new set of release process docs being made alongside the 1.15 release anyway so that may not really matter.
I think "take these steps out of the release process docs" addresses the "Stop collecting" part of this ticket. "Stop serving" is presumably deleting the directory from the webserver.
From access logs, it looks like clients do show up looking for packages at that location from time to time. Also, I notice that the URL appears in the docs in a couple places so we should probably stop telling people to rely on this archive.
