Fix the `v=` fragments in the Great Black Swamp document

Description

The recently added URL specification document explains that GBS URLs are identified by the presence of v=1 in the fragment. The GBS document talks about an earlier idea where the fragment contained v=2.

Make these two consistent by changing the GBS document to v=1.
