Description
The release checklist needs to be reviewed and revised so that the release process can be easily understood by new contributors.

Made some changes here https://github.com/AMJ-dev/tahoe-lafs/blob/master/docs/release-checklist.rst I am yet to create a PR for it as I want to revise it further.
