To fix the underlying issue (two glossaries with the same name), I paired with Flo and came up with the solution:
Decision: Create a dynamic general glossary for the Tahoe project Create a static local list of terms for the GBS spec. Include a link to the general glossary in the GBS spec. Optionally, link individual terms in the GBS spec to the global glossary.
