Description
Per discussion with the porting team, we'd like to do more frequent releases, even if there is no change in functionality. The high level goal is to avoid a "flag day" release that switches off 2 and on 3; rather, we are building a single code base that runs on both versions of Python. It would be helpful to get feedback from real world Python 2 users as we go. In other words, the release note would look like "Increased Python 3 support, no other changes, please test".
Monthly releases would be adequate for this purpose.

I did file #3400 to capture the request for a single release.
I'm unsure about the overhead of cutting releases. Perhaps monthly would be onerous. I'd be okay with quarterly, though monthly would be better.
